The Decision Amending the Decision No. 32 on the Protection of the Value of the Turkish Currency (“Amending Decision”) has been published in the Official Gazette dated 23.02.2023 and numbered 32113.

Article 2 of Decision No. 32 on the Protection of the Value of the Turkish Currency (“Decision”) defining certain terms have been amended. Accordingly, the terms “pressed precious metal,” “precious metals produced by the mint” and “mint” have been defined. According to these definitions, Mint refers to the General Directorate of Mint and Stamp Printing House of the Ministry of Treasury and Finance.

Article 7 of the Decision has been amended to state that precious metals, stones and goods can be exported from Turkey in accordance with the principles of the Foreign Trade Regime.

The second paragraph of the same article has been amended as to regulate the import and export of standard and non-standard unprocessed precious metals. According to these regulations, it is deemed sufficient to submit a declaration to the customs authorities for the import and export of standard and non-standard unprocessed precious metals and it is stated that the regimes, decisions and regulations regarding import and export shall not apply.

It has also been regulated that the import of standard and non-standard unprocessed precious metals can only be carried out by the Central Bank of the Republic of Turkey and precious metals intermediary institutions. In addition, it is stated that the import of non-standard unprocessed minerals is free under the Inward Processing Regime Decision.

In terms of domestic trading of precious metals, stones and goods; it has been made possible to trade standard unprocessed precious metals produced by the Mint, as well as refineries authorised to operate by the Ministry of Treasury and Finance, and foreign refineries included in the Refineries List published by Borsa İstanbul A.Ş.

The Amending Decision also stipulates that passengers may bring into the country and take out of the country items made of precious metals and stones in the nature of jewellery, which do not exceed USD 15.000 and not having commercial purposes.
