The Communiqué (Serial No: 22) Amending the General Communiqué of the Financial Crimes Investigation Board (Serial No: 5) (“Amending Communiqué”) has been published in the Official Gazette dated 14.01.2023 and numbered 32073.
The General Communiqué of the Financial Crimes Investigation Board (Serial No: 5) (“Communiqué”) stipulates life insurances relating to which obliged parties may conduct transactions by obtaining certain information without retrieving a verification certificate. With the Amending Communiqué the amount to be paid within one year for life insurances with a total premium amount of “five thousand” Turkish liras has been amended to “ten thousand” Turkish liras. The premium amount has been amended as below “twenty-five thousand” Turkish liras from below “twelve thousand five hundred” Turkish liras for single premium life insurances.
Pursuant to the Amending Communiqué, customer identification within the scope of article 6 of the Regulation on Measures Regarding Prevention of Laundering Proceeds of Crime and Financing of Terrorism is not held mandatory for obliged parties in the transactions related to prepaid cards, which are tracked based on the number on the card, which are anonymous, and which may be used by prepayment or loading, and are allowed to be used up to the amount loaded.
In the sale of prepaid cards, (i) the limit set as “not exceeding five hundred Turkish liras” in the Communiqué for cash withdrawals within the same year has been amended as “not exceeding one thousand Turkish liras” (ii) the limit set as “not exceeding one thousand two hundred and fifty Turkish liras” in the Communiqué for single-use cards that cannot be reloaded has been amended as “not exceeding two thousand seven hundred and fifty Turkish liras” (iii) the total limit for reloadable and total loading within a month, which was determined as “not exceeding one thousand two hundred and fifty Turkish liras” in the Communiqué, has been amended as “not exceeding two thousand seven hundred and fifty Turkish liras” and in any case not exceeding a balance of two thousand seven hundred and fifty Turkish liras” with the Amending Communiqué.
The Amending Communiqué shall enter into force on 01.02.2023.
