With the Presidential Decree on the Amendment of the Presidential Decree on the Cybersecurity Presidency, published in the Official Gazette dated 25 December 2025 (“Presidential Decree No. 192”), substantial amendments have been introduced to the Presidential Decree on the Cybersecurity Presidency (“Presidential Decree No. 177”).

Expansion of the scope of duties of the Cybersecurity Presidency (“Presidency”):

The mandate of the Presidency has been explicitly expanded to include digital government, e-Government infrastructures, artificial intelligence applications in the public sector, and data governance.

National strategy and legislative work:

In addition to cybersecurity, the Presidency will play an active role in the preparation of digital government and artificial intelligence strategies and action plans, will carry out relevant legislative studies, and will coordinate their implementation.

Standardization of public IT projects:

The determination of administrative, financial and technical standards regarding information technology products, services and systems used by public institutions has been included among the duties of the Presidency.

Organizational restructuring:

The organizational structure of the Presidency has been restructured, allowing for the establishment of a President, three Vice Presidents, service units and representative offices. In addition, the establishment of new general directorates (such as the General Directorate of Public Artificial Intelligence and the General Directorate of Digital Government) is envisaged.

The regulations introduced by Presidential Decree No. 192 entered into force on the date of their publication.

With this Decree, it is aimed to transform the function of the Cybersecurity Presidency from an institution focused solely on combating cyber threats into a central coordinating authority in critical digital policy areas, including digital transformation, e-Government services, artificial intelligence in the public sector, and data governance.
