The Communiqué on Amendments to the Communiqué on Information Systems of Payment and Electronic Money Institutions and Data Sharing Services of Payment Service Providers in the Field of Payment Services (“Communiqué”) was published on 28.03.2025 and entered into force. The Communiqué amended the Regulation on Payment Services, Issuance of Electronic Money and Payment Service Providers (“Regulation”).
The phrase “those who are obliged to provide the necessary infrastructure by connecting to the BKM API Gateway in accordance with Article 59 of the Regulation” was added after the phrase “with whom a payment account is held” in subparagraph (cc) of the first paragraph of Article 3 of the Communiqué on Information Systems of Payment and Electronic Money Institutions and Data Sharing Services of Payment Service Providers in the Field of Payment Services.
Payment service providers that have payment accounts with them as of the effective date of this provision and are participants in the Instant and Continuous Transfer of Funds System shall fulfill the obligations that they are required to fulfill within the scope of the first paragraph of Article 24 of this Communiqué until 31/12/2025. Among the institutions that have payment accounts with them as of the effective date of this provision and are not participants in the Instant and Continuous Transfer of Funds System and provide direct online access to their customers for the payment accounts they have, those that are among the top ten in terms of payment volume in the 2024 calendar year shall fulfill the obligations that they are required to fulfill within the scope of the first paragraph of Article 24 of this Communiqué until 31/12/2025, and those that will be among the top ten in the following years shall fulfill the obligations that they are required to fulfill within the scope of the first paragraph of Article 24 of this Communiqué until 31/12/2025.
